These template terms of reference are for a Neighbourhood Board that wants to work co-operatively from the outset.

They are designed for an unincorporated Neighbourhood Board and set out a practical basis for how the Board can operate and make decisions. They reflect co-operative values and principles, while also embedding the governance requirements set out in the Pride in Place programme.

Those involved in the Neighbourhood Board will need to review and approve the terms of reference as the basis for how they will work together. The template can also be amended to meet the specific needs of your place, provided any changes continue to meet the requirements of the Pride in Place programme and are agreed through the appropriate local process.
