In response to the government’s BBC Green Paper consultation, our paper proposes that the broadcaster should remain a charter corporation but adopt mutual features that make it more independent from government and more accountable to the public.
Our proposal includes replacing the licence fee with a membership model, giving audiences formal rights as BBC members, and establishing a Member Council to hold the organisation to account.
